Dither effects allow you to control the noise produced by quantization errors that can occur when you mix down to a lower bit depth.

Dithering adds a special kind of noise at an extremely low level to minimize the impact of quantization errors. This is hardly noticeable and preferable to the distortion caused by the errors.
