Only files that are registered in the MediaBay database can be accessed via the Programs and Samples pages.
You can control which files are included in the MediaBay database by activating or deactivating the folders on your system that are used during the search.

To add the contents of a folder to the MediaBay database, open the Browser page and activate the checkbox for the folder in the Scan column.
If the Scan column is not shown, click Show Scan column in the path section at the top of the Browser.
Note
The MediaBay database is shared across all Steinberg products. Changing the scan folders for one product affects the database for all products that use it.
